China denied the existence of the camps. But then, in October 2018, the government announced it had launched “a vocational education and training program” and passed a law legitimising what they termed “training centers.” Gulbahar Jalilova, 54, a Uyghur clothes retailer from Kazakhstan, spent one year, three months and 10 days in detention centers and camps in Urumqi.
